Position Summary
The Facility Executive ensures the safe, efficient, reliable and compliant operation of facility utilities, infrastructure and building systems. Reporting to the Facility Manager (or equivalent), this position supports day-to-day facility management by overseeing critical systems – including ACMV, CDA, electrical distribution, water supplies and related infrastructure – while driving preventive maintenance, timely repairs and sustainable upgrades.
Principal Responsibilities
-Oversee the day-to-day operation, maintenance, and repair of critical building systems - including ACMV/HVAC, electrical, plumbing, mechanical, and utilities - to ensure optimal performance, reliability, and minimal downtime.
-Provide 24/7 on-call support (as rostered) to respond promptly to equipment failures, out-of-spec conditions, emergencies, or critical incidents, maintaining uninterrupted facility operations.
-Conduct regular site inspections, system assessments, and walkthroughs to proactively identify issues, evaluate conditions, and verify compliance with safety, environmental, fire, and building regulations (e.g., MOM, NEA, WSHA standards).
-Diagnose and troubleshoot facility system issues; coordinate effectively with in-house technicians, external vendors, and specialists to implement timely resolutions and root-cause corrective actions.
-Maintain comprehensive, audit-ready documentation of all critical incidents, resolutions, maintenance activities, and non-conformances, including root-cause analysis, corrective/preventive actions, and verification of effectiveness.
-Develop, implement, and monitor preventive and predictive maintenance programs/schedules for all critical systems and equipment to maximize lifespan, enhance reliability, and reduce unplanned failures.
-Manage relationships with external contractors, suppliers, and service providers—including sourcing, tendering, performance monitoring, work certification, and closure of purchase orders/work requests—to ensure high-quality, cost-effective, and timely delivery of services.
-Support the Facility Manager in supervising and evaluating outsourced contractors' performance, conducting regular reviews, and driving continuous improvement.
-Partner with the Safety Officer and relevant teams to ensure full adherence to statutory and corporate requirements (including fire safety, WSHA, environmental guidelines, and EHS standards), while maintaining accurate records and reporting.
-Lead management of non-conformance events: investigate root causes, propose/implement corrective and preventive actions (CAPA), perform follow-up verifications, and ensure timely closure to prevent recurrence.
-Prepare for and actively participate in internal/external audits (regulatory, ISO, client, or corporate); compile required documentation, address findings promptly, and contribute to compliance reporting.
-Develop, review, and maintain facility emergency response plans, procedures, and drills to enhance preparedness, minimize risks, and ensure swift recovery from incidents.
-Collaborate closely with cross-functional departments (e.g., Operations, Quality Assurance, EHS, Production, and Senior Management) to align facility support with organizational goals, support project implementations involving facility changes, and address occupant/tenant needs effectively.
Education / Experience Requirements
- Minimum Diploma in Facilities Management or equivalent.
- 3-5 years of experience in facility engineering, facility management, or a related field.
- Proven track record in managing building systems (HVAC, electrical, plumbing, etc.) and overseeing facility maintenance or improvement projects.
- Strong knowledge of facilities-related regulatory requirements
- Able to effectively manage contractors and vendors to ensure quality work and service delivery.
- A team player with hands-on capabilities and strong interpersonal skills.
- Excellent documentation and record-keeping skills, with demonstrated experience in compiling audit-ready files and confidently presenting facility-related information, findings, and corrective measures to auditors, regulators, or management.
