Position Summary
This position works with the Manager, Corporate Distribution & Government Business Development to manage all government contracts (DAPA, MSPV, ECAT, BPA, Govt Courtesy) and maintain business relations with government contracting personnel within the Veterans Administration and Department of Defense. The position is responsible for providing sales data, completing business reviews, educating each SBU on overall government business, and contract management support for Teleflex’s government business portfolio (contracted and non-contracted). Knowledge of government contracting processes and procedures in the healthcare industry are preferred. Business data analysis experience, the ability to identify and implement process improvement opportunities are required. Communicates and coordinates with various departments within Teleflex to optimize process efficiencies and productivity with the Marketing and Sales teams. Ensure Teleflex’s government business portfolio is in compliance with all federal government regulations. Assist with the development of the Teleflex Small Business Administration (SBA) Plan. Manage the relationships between Teleflex and its SDVOB (Service-Disabled Veteran Owned Business) distribution partners. Work with Contracts department to maintain all government contract pricing in the Teleflex ERP system and in the government databases.
Principal Responsibilities
• Responsible for consistently monitoring sales trends and regularly communicating to Teleflex Sales and Marketing leadership. Provides specific input of potential business opportunities.
• Identifies and recommends areas for improved operational efficiencies between Teleflex and government contracts. Areas of focus include Contracts/Pricing, government bids/solicitations, analyzing sales data trends, reporting government contract awards, and supporting prime vendors.
• Participates in special projects and performs additional duties as required.
• Establish and maintain strong working relationship with all support departments within Teleflex that are directly, or indirectly, involved with government sales.
• Develops, implements, and manages the strategic direction of each Teleflex SBU government business portfolio.
• Works with the each SBU’s Sales and Marketing teams to develop government pricing in accordance with all Federal regulations.
• Drives compliance to Government regulations for all contract proposals across all SBU’s for Teleflex.
• Completes all reporting to the Government for contracted business and the processing of any fees as required by the contractual agreements and in accordance with all Federal regulations.
• Provide Contract compliance, targeting, and score boarding on Government Contracts to the SBU’s to ensure maximum utilization and profitability of the Government Contract portfolio.
• Maintain Teleflex information on all Government web portals including, but not limited to DLA (Defense Logistics Agency) DMM online, DAPA (Distribution And Pricing Agreement) Contracts portal, DIBBS Bid Board System for Solicitations and RFQ’s, eSRS (Electronic Subcontracting Reporting System, VA FSS Sales Reporting System, D&B (Duns & Bradstreet) Tax ID Registration, CCR (Central Contract Registration) and SAM (System for Award Management).
• Monitor, complete, and track success of Government bids based on opportunities through Govgistics, FedBizOps, and other government bid applications.
• Provide Monthly Report to Manager, Corporate Distribution & Government Business Development with government sales growth trends, inquiry volumes, project updates and new opportunities.
Education / Experience Requirements
• Bachelor’s degree in Business Administration, Marketing, Accounting, or related field with 5+ years related experience, or equivalent combination of education and experience.
• 3-5 years of government contract management experience in the healthcare industry is preferred.
